CoSAAP demands apology
ITANAGAR, Dec 9: Alleging that the Principal Secretary Finance had used abusive words against its executive members, the Confederation of Service Association of Arunachal Pradesh (CoSAAP) today demanded an apology from the Principal Secretary, Finance, Government of Arunachal Pradesh. In a press statement CoSAAP informed that its members had called on the Principal Secretary, Finance in order to pursue the assurance made by Chief Minister regarding the withdrawal of NOC system in promotion and retirement. The principal secretary allegedly used abusive words instead of responding, alleged CoSAAP in a release.
The Service Association had called off proposed Tool down strike on November 16, 2015 after Chief Minister gave assurance to withdraw NOC system.
IMC to launch prepaid parking
ITANAGAR, Dec 9: The Itanagar Municipal Council is launching Prepaid Parking for Private and Commercial Vehicles within Capital Complex from December 11, 2015 onwards. ITANAGAR, Dec 9: The Gauhati High Court has fixed December 16 as the date for hearing the case of Gabriel D Wangsu and Wanglam Sawin, the two Congress MLAs who resigned from the state Legislative Assembly on September 16 last. “In the capacity of the Speaker, I have accepted their resignation and thereafter they went to the High Court and obtained interim stay order on October 7,” Arunachal Pradesh Legislative Assembly Speaker, Nabam Rebia told PTI. The Speaker further informed that the Assembly Secretariat on October 20 last filed a Special Leave Petition (SLP) in the Supreme Court as the High Court did not call for recourse before pronouncing its judgement.
The apex court had referred back the case to the High Court directing to decide the matter within two months.

ITANAGAR, Dec 9: Upper Subansiri DDSE Sorang Tapi Zara advised the members of All Tali Area Students’ Union (ATASU) to develop the quality of forbearance while serving the students community for their welfare as members of students’ organization.
The DDSE, who himself was a former president of ATASU, said in a programme organized on December five at Papu Nallah, Naharlagun as part of the foundation day of the association that the students leaders may face frustration while serving the students community. There may also be criticism from certain quarters, but they must stay calm in order to achieve their objectives, he said.
He also suggested that students organization should take up issues related to students’ welfare only, and there should not be any compromise in issues involving the future of students.

DC reviews progress of works
ROING, Dec 9: Lower Dibang Valley DC, Ravi Dhawan reviewed the progress of works implemented by various departments during a coordination meeting held at his office chamber here today.
Addressing the meeting which was attended by various HoDs, the DC asked the executing agencies to consult with the user agency while designing any government office building and quarters as it was found that many office buildings were not built as per the specification desired by the user agency which ultimately delayed the handing over of the infrastructure. While stating that electrification and water connectivity charges to the new buildings were not included while framing the estimate of the building in many of the cases, he asked the heads of the executing agencies to rectify such lacunas.
The DC also asked the HoDs to inspect the completed building before taking over and also directed the administrative officers to regularly monitor the construction of government infrastructure in their respective jurisdiction and to ensure that it is being constructed as per the DPR.
It was further informed in the meeting that the construction of 33 KV power line from Pasighat to Roing will be completed by March 2016 while, pending water bill of Rs 61,000 were cleared by the various departments and government employees to the PHED department after the DC’s instruction.
Earlier, the DC also inspected the construction of CC road besides, drains and culverts in Roing township and the carpeting of road under CRF at Mayu and Midland area. He also inspected the progress of works of new indoor patient ward and OPD block of district hospital and asked the executing agencies to complete the remaining work soon. (DIPRO)

Governor summons early Legislative Assembly

Itanagar, Dec 9: The Governor J P Rajkhowa has summoned early session of the Arunachal
Pradesh Legislative Assembly which will begin from Dec 16-
In an order issued today, the Governor shifted the dates from Jan 14-
“The resolution for removal of the Speaker shall be the first item on the agenda of the House at the first sitting of the Sixth Session of the Sixth Arunachal Pradesh Legislative Assembly” according to the order issued by the Raj Bhavan.
The Deputy Speaker shall preside over the House from the first moment of the first sitting of the House.
The proceedings of the House on the leave, discussion and voting on the resolution for removal of the Speaker shall be completed at the first sitting of the session itself.
The decision to call for early date was necessitated by a notice of resolution for removal of Nabam Rebia, from the office of the Speaker by the BJP on 19 November.
According to constitutional as well as judicial provision…it is a Constitutional obligation on my part to ensure that the resolution for removal of Speaker is expeditiously placed before the Legislative Assembly, read the order.
The order further states that Governor is not bound by the advice of the Council of Ministers, since the subject matter of the notice for removal of the Speaker is not a matter falling under the executive jurisdiction of the Chief Minister, Arunachal Pradesh nor such a subject matter finds a mention in the Rules of Executive Business of the Government of Arunachal Pradesh.
With this order from the Raj Bhavan, there is bound to be major political upheaval in the state as the Chief Minister Nabam Tuki is already facing rebellion within the Congress party. Observers say that with the Deputy Speaker, who is in the camp opposed to Tuki’s leadership empowered to preside over the proceeding of the legislative session, it is a foregone conclusion that dissident Congress MLAs and BJP might get what it wants but there are bound to be legal complications as there is an impeachment motion against the Deputy Speaker signed by 16 MLAs.
Tuki accuses Rajkhowa of ‘running parallel govt, turning Raj Bhavan into BJP headquarters’
ITANAGAR, Dec 9: Chief Minister Nabam Tuki has accused the Raj Bhavan of running a parallel government and turning it into BJP headquarters.
In a strongly worded two paged letter to the Governor J P Rajkhowa written on Dec
8, the Chief Minister stated that “It is an open secret, evident from the course
of events that the High Constitutional Office of the Governor is being misused by
the State BJP and affiliated organisations as BJP Headquarters -
“Not only the activities at Raj Bhavan have been aimed at the Chief Minister, similar move and connivance are being designed against the Speaker of the Arunachal Assembly also thereby forcing the BJP MLAs to move a removal motion against the Speaker with the ultimate aim of engineering defection within the Congress Legislature Party and dislodging the popularly elected Government in the state.
It is open knowledge that some unhappy Congress Legislators are being lured by mentioning that if the Chief Minister and the Council of Ministers are ousted, the Governor will support such MLAs who express their willingness to vote against the Government in any proposed no confidence motion,” the letter read.
The Chief Minister also accused the Governor of interfering in the running of the bureaucracy in the state by asking the Commissioners and Secretaries to report to the Raj Bhavan directly.
The Chief Minister requested the Governor to “uphold the dignity of the position of the Governor of the State, which is one of the most respected and coveted positions as provided for by the Constitution of India”.
The Governor is supposed to safeguard the Constitution of India as a guardian of the state, the CM writes as he accused the Raj Bhavan of sidelining the provisions of the Constitution of India.
“Reports suggest that Your Excellency has written to the office of the Prime Minister to stop various important projects and funds for the people of Arunachal Pradesh on the pretext of unfounded complaints from various politically motivated quarters” the letter added.
Taloh conferred with highest BSG award
ITANAGAR, Dec 9: Former Director of School Education Tapang Taloh has been conferred the ‘Silver Elephant Award’ for his contribution and dedication for promotion of Scouts and Guides movement in Arunachal Pradesh
President Pranab Mukharjee presented the award to Taloh in a glittering function held in the Rashtrapati Bhawan, New Delhi on Tuesday.
It is the highest national award of Bharat Scouts and Guides.
The selection for the award is made by members of jury of BSG at national level.
A resident of Ledum village of East Siang district, Taloh retired from government service as Director of School Education on October 31, this year.

NAHARLAGUN, Dec 9: The meeting of the State High Powered Steering Committee (HPSC) on Atal Mission for Rejuvenation and Urban Transformation (AMRUT) held here recently for approval of final Service Level Improvement Plans (SLIP) and State Annual Action Plan (SAAP) for Itanagar Mission City, has given priority, among others, on water supply, public transport facilities, parking spaces, storm water drains to reduce flooding, creation and upgrading of green spaces, parks and recreational centres, especially for children.
The Committee in the meeting held under the chairmanship of the Chief Secretary suggested for use of scientific management and distribution of water with smart metering for its judicious use by all.
To achieve cent percent equitable distribution of water to the consumers by adopting scientific management, it was decided to engage a renowned empanelled consultant for preparation of DPR showing comprehensive master plan for laying of pipeline, mapping of colony and mandatory installation of metering system.
The Committee also approved the SAAP prepared under AMRUT.
The Commissioners of (PWD), (UD), PH&WS). CCF and JD (UD) attended the meeting.
Govt. to clear pending advt. bills
NAHARLAGUN, Dec 9: Government Spokesperson and Parliamentary Secretary (IPR & Printing and Education) Bamang Felix said that the state government has decided to centralize the funding pattern for clearing all defined and selective advertisement bills of state government departments.
Admitting the problem faced by the local dailies due to nonpayment of advertisement bills by various government departments for last few years, Felix in a meeting with all the heads of offices and local newspaper publishers here yesterday said that there was a decision to centralize the funding pattern for clearing ‘defined’ and ‘selective’ advertisement bills of state government departments.
It was disclosed in the meeting by the Secretary, IPR Sonam Chombay that the advertisement bills pending with various departments and autonomous bodies of the State Government stood at Rs. 3,74,75,985.

The IPR department is facing difficulties in maintaining records of the pending bills due to shortage of manpower, said Secretary, IPR Sonam Chombay. Moreover the advertisements and notice inviting tenders are issued from various field functionaries of various departments, the IPR secretary said.
“What the department can maintain at present is to account the status of pending bills of respective departments, not of separate offices or field functionaries of different departments,” he said.
Most of the participants informed the status of pending bills of their respective offices and assured to clear it by January next. They also assured to ensure that no advertisement bills are accumulated for longer period in the future.
The working engineering departments went a step further by assuring to issue Letter of Credit to division offices only after obtaining NOC from IPR Department regarding clearance of advertisement bills.
Newspapers publishers also placed their grievances in the meeting and sought early clearance of the pending advertisement bills. DIPR
Karbak wraps up village outreach tour
ITANAGAR, Dec 9: Liromoba MLA and Parliamentary Secretary for Food and Civil Supplies Nyamar Karbak today wrapped up his four days “Cholo Gaon Ki Aur”, a village outreach tour programme. He visited 11 villages under Darak circle in West Siang covering a distance of around 150 kms. He took stock of the ground realities and assessed the problems faced by the people, including education, health, drinking water, electricity and road and communication.
While taking note of the poor infrastructure of various government schools and other basic amenities, Karbak assured to take up the problems with authorities concerned for early redressal.
He also interacted with the villagers during the entire tour programme and assured them to organize a mass drive for enrollment of beneficiaries’ under CM’s Universal Health Insurance Scheme at villages so that every family gets benefit of the scheme.
The MLA urged the DDSE concerned to take note of the problem being faced by the students at various schools under Darak circle.
Karbak also visited the ancient stone ‘Binje Lene’ with archeological expert Buru Taki (Technical Assistant, Department of Archeological) at Boru Rakshap village and informed the people that he would propose it for state heritage site.

Prepare action plan to identify and

SEPPA, Dec 9: East Kameng DC Sandeep Kumar Singh has directed the ICDs and labour department to prepare an action plan to identify and rescue children engaged as child labour in various sectors with proper cooperation with the state’s notified Children Home. He was addressing a quarterly meeting of District Child Protection Units (DCPUs) held at Kameng Hall here today.
The DC further stressed on the need to set up child welfare committee (CWC) and made it operational at the earliest.

Land acquisition for Sainik School under process

RUKSIN, Dec 9: The official procedures and process of land acquisition for Sainik School at Ruksin in East Siang district is under process.
According to sources from State Elementary Education Department, the State Government is all set to sign a ‘Deed of Agreement’ with the Sainik School Society (SSS) constituted under Ministry of Defence. GOI, besides allotment of land for the school.
The department has already submitted proposals to the Secretary, (Law), GoAP, to deal with the law and order related matters in the construction of the school.
Sources said that the State Government has earmarked Rs 5 crore for development of
the Sainik School to be set up inside the Industrial Growth Centre (IGC) at Niglok,
7 km from Assam-
It is pertaining to mention here that a team of Officials from the state government headed by then Director, Elementary Education visited the proposed site of the Sainik School at Niglok IGC during May last year. The report submitted by the team stated availability of lands for setting up of school infrastructure, including hostel, dispensary, playground besides water and electricity supply.
In March this year, a team of SSS officials led by its Director Col. Rajveer Singh inspected the site for the proposed Sainik School inside IGC at Niglok. The team conducted thorough study on feasibility of land and other prerequisites for setting up of the school therein. The SSS officials examined the unused buildings in the industrial estate and found the area feasible for it.
The officials observed that the abandoned buildings in the IGC could be used as classrooms and hostels on temporary basis until the permanent school building and other infrastructure come up.

Informing that more funds would be sanctioned in the next financial year, the minister appealed to the villagers to help him serve the people better by supporting the development initiatives of the government. He asked the villagers to maintain cordial relations with the government departments that actually implement the schemes.

Dialogue is the way forward
The BJP government's Pakistan policy today took a new turn when External Affairs Minister Sushma Swaraj announced that Prime Minister Narendra Modi will visit Pakistan next year to attend the SAARC Summit. Swaraj said this while talking to reporters in Islamabad this evening. If indeed Modi visit the neighbouring country, he will be the first PM to do so in the last decade. Atal Bihari Vajpayee was the last Indian Prime Minister to visit Pakistan in January 2004. It will also mark new era in the BJP's approach towards Pakistan.

Do not postpone the exam
Dear Editor,
This is in response to the order no-
When SSA teachers requested for delay of interview of PRT/TGT for just two months, the department had become deaf. Why this discrimination by the department? Through this esteemed daily, we would like to tell the public and the government that many SSA teachers are going to be over aged in next two years and government job advertisement is not yearly affairs, hence they requested for delay of TGT/PRT interview till the declaration of APTET exam result. But those who are in university and college will get many chances in their life but ours chance is almost finished.
Therefore, we appeal to concerned department to kindly revoke the postponement of said exam and conduct APTET exam within December. Postponement of any exam at the last moment really upset and hampers the preparation.

Release salary
Dear Editor,
Through the esteemed column of your Daily, I would like to draw the kind attention of all the concern officials towards the miserable condition of the field staffs working under Arunachal Pradesh State AIDS Control Society (APSACs), Directorate of Health Service Govt of A.P.
It’s been four months since we are deprived of our salary, though the central share of the fund has been received by the state govt.
The concern Authority should know that, staffs like me, working under APSACS are dependent on govt salary for our basics needs. Without salary on time, it is difficult for us to survive. The delays in payment demoralize the staffs.
Therefore, I would like to request the concern authority to look into the matters and release our payment at the earliest.

If at all you have to dabble into politics
Dear Editor,
Wancho Students’ Union is extremely shocked, that the Longding District Students’ Union (LDSU) has given immature concern over the dissident MLAs campaigning at Delhi, in the press release on 29th Nov. 2015.
We are further surprised as they claimed to have raised the voice of the people of the Wanchos, whereas they have not even taken the consensus of its student’s body.
So Wancho Students’ Union, rational and modern thinking youth of the area oppose such press release in strongest words, which have malign the image of society. We condemn such political involvement itself of the student’s organization and urge them to come clean in the matter to preserve its sanctity and prestige.
LDSU being a federal wing of the respectable union like AAPSU should rather focus on issue related to the student communities and other social development activities in the larger interests of the society.
However, if LDSU is craving to comment on such political issues, why did they keep mum when Gabriel D. Wangsu from 58th Kanubari Assembly Constituency and W. Sawin from 55th Khonsa East Assembly Constituency were terminated unlawfully and our local Minister Thangwang Wangham and other capable senior Ministers were dropped only because they question the leadership of Nabum Tuki.
Not only that, his promises to the people of Longding during the District inaugural function to sanction mini secretariat, outdoor stadium, model degree collage and much more are not yet to be materialised.
Under the circumstances, Wancho Students’ Union and All Russa Students’ Union (ARSU) are of the opinion that LDSU has defamed and are talking against elected representatives of TCL, who are fighting tooth and nails for noble cause of the people of Arunachal in general and the people of the respective districts in particular. And the WSU and ARSU appeal the LDSU not to adopt such primitive and regressive measures which may hurt the sentiments of the people.
